Measure K, a half-cent transactions & use tax (or sales tax) for 20 years, was approved by Pleasant Hill voters at the November 8, 2016 election. The measure took effect April 1, 2017.

The money from Measure K will be used to build a new library and make infrastructure improvements throughout the city including streets resurfacing, storm drain and sidewalk improvements and additional bike and pedestrian paths. For more information see the Measure K webpage. The measure required that an oversight committee be established to ensure that voter-approved funds are spent appropriately.

On February 6, 2017, the City Council adopted Resolution No. 16-17 establishing the TRANSACTIONS AND USE TAX OVERSIGHT COMMITTEE (known as the Measure K Oversight Committee) and its bylaws.

 PURPOSE:
The Measure K Oversight Committee (Committee) will review semi-annual revenue and expenditure reports, and other relevant reports and information regarding the tax. The Committee will provide an annual report to the City Council on whether revenues were expended efficiently and effectively, and make recommendations if needed.

COMPOSITION AND QUALIFICATIONS:
The Committee is composed of seven voting members who are at least 18 years of age, reside or have a business in Pleasant Hill, and who have the following qualifications:

  • A member of the Pleasant Hill Chamber of Commerce with a business in Pleasant Hill;
  • A member of the Pleasant Hill Traffic Safety Commission;
  • A member of the Friends of the Pleasant Hill Library;
  • A resident of Pleasant Hill and who is a professional in a financial field; and
  • Three people who are residents of Pleasant Hill and active in the community.

TERMS:
Terms are four-year terms. 

MEETING SCHEDULE:
The Committee shall meet semi-annually with specific meeting dates to be determined by the chair. Additional meetings may be scheduled by the Committee as necessary. All meetings shall be held within the City of Pleasant Hill or via teleconference during Health and Safety Shelter in Place orders.
