Oak Park Boulevard and Monticello Avenue
The City’s general contractor, Ghilotti Brothers, Inc., substantially completed construction of the Oak Park Boulevard and Monticello Avenue Project in June 2021. The final construction items included installation of landscape, irrigation and roadside benches. The traffic signal at the intersection of Monticello Avenue and Oak Park Boulevard is operational and Monticello Avenue has been open to the public since the spring of 2021. The removal of the utility poles along Monticello is dependent on utility facility relocations (Wave and AT&T). Construction of the Oak Park Boulevard and Monticello Avenue Project is substantially complete. The City’s general contractor, Ghilotti Brothers, Inc., has completed the installation of the traffic signal at the intersection of Monticello Avenue and Oak Park Boulevard and the system is now operational and Monticello Avenue is open as of March 16, 2021. This Monticello opening is timely for access and the upcoming soft opening of nearby Pleasant Hill Middle School.
A few remaining items to complete include landscape, irrigation, and roadside benches and furniture are anticipated to begin the week of March 29th and be completed by end of April (weather permitting). The removal of the utility poles along Monticello will follow, as one final utility (Wave), has yet to relocate its lines underground.

Weekly Update - December 18, 2020
Construction activities along Oak Park Boulevard and Monticello Avenue have continued with the City’s general contractor, Ghilotti Brothers, Inc., taking advantage of favorable weather conditions. Concrete work has been completed, and paving began on Wednesday, December 16th. A new turn pocket will be added from Oak Park Blvd. onto Monticello Avenue. The contractor is scheduled to complete the final roadway construction paving early next week, weather permitting.
Drivers may experience short delays on Oak Park Blvd. and Monticello Ave. during construction, however, two-way traffic will be maintained with the assistance of flaggers. There will be a break from construction during the holidays, between December 23rd through January 3, 2021, then construction on road improvements will resume on January 4th. Construction activities along Oak Park Boulevard and Monticello Avenue continue. The City’s general contractor, Ghilotti Brothers, Inc., has several crews working on the project and the project is moving rapidly. The asphalt pavement on Monticello Avenue has been removed, and the street remains closed to local traffic. A temporary traffic signal was installed in advance at the intersection of Monte Cresta Avenue and Oak Park Boulevard to allow for the road closure of Monticello Avenue and safety of contractor operations and light vehicle thru-traffic.
The contractor has substantially completed the following: The installation of storm drain pipes and system along Oak Park Boulevard and Monticello, and through the library parcel to the creek including the upgrade to three outfall structures; installation of underground conduits along the project limits as part of the new joint utility trench; sanitary sewer line relocation from Oak Park Boulevard north and around the new Library Pad to allow for construction of the new Library building foundations.
Continued activities include concrete sidewalk installation along the perimeter of the new library site, construction of a large storm drain interceptor structure (photo) adjacent to Oak Park Boulevard near the EBMUD trail, and installation of the CCCSD recycled water system along Monticello.
Construction hours will remain at 7:30 a.m. to 5 p.m., Monday through Friday. The contractor has been allowed to work some Saturdays in order to complete construction activities before the rainy season. Drivers may experience short delays on Oak Park Boulevard near Monticello Avenue., but two-way traffic will be maintained with the assistance of flaggers. Weekly Update - August 21, 2020
The City's general contractor, Ghilotti Brothers, Inc., continues to work on this important civic roadway project. They are currently installing storm drain pipe and outfall structures to Grayson Creek, installing perforated drainage pipe within the future planting areas along Oak Park Boulevard and constructing storm drain structures along Oak Park Boulevard. Their sub-contractor, Smith Denison, is installing conduit for street lighting and underground joint trench crossing Monticello Avenue. Underground utility work and construction of concrete sidewalks are expected to continue for the next several weeks. Construction hours will remain at 7:30 a.m. to 5 p.m. Monday through Friday, until further notice.

Weekly Update - July 17, 2020
The City's contractor, Ghilotti Brothers, Inc., began preliminary construction activities for the Oak Park Boulevard/Monticello Avenue improvement project on Monday, June 15 by mobilizing equipment, surveying, potholing for utilities, and site demolition. They have also removed trees and shrubs along the street frontages in preparation for underground work.
Currently, the contractor is working on storm drain improvements along with curb and gutter improvements. The storm drain and outfall structure work within Grayson Creek is expected to begin next week.
Most of the underground utility improvements will be constructed during the summer while school is out. Most construction will continue between 7:30 a.m. - 5 p.m., Monday through Friday. Construction is scheduled to begin next week on the Oak Park and Monticello Improvement Project. This project will provide for public road and utility infrastructure improvements to service the new Pleasant Hill Library, Recreation and Park District sports fields, residential development at 1750 Oak Park Boulevard, and Pleasant Hill Middle School. Key project elements include:
• Widening Oak Park Boulevard to accommodate new right and left-turn pockets onto Monticello Avenue;
• Replacement of the traffic signal at the Oak Park Boulevard/Monticello Avenue intersection;
• Installation of a Rectangular Rapid Flashing Beacon (RRFB) for a pedestrian crosswalk on Monticello Avenue;
• Traffic signage and striping;
• Bicycle lanes;
• Pavement rehabilitation and/or reconstruction;
• New concrete sidewalks, driveways, and ADA-compliant curb ramps;
• Undergrounding of dry utilities (electric, gas, communications);
• Extending recycled water and domestic water systems;
• Installation of a complex storm drain system;
• Ornamental LED street lighting; and
• Corridor irrigation and landscaping.
The City's contractor, Ghilotti Brothers, Inc., will begin preliminary construction activities on Monday, June 15. Most of the underground utility improvements will be done during the summer while school is out. Most construction will continue between 7:30 a.m. - 5 p.m., Monday through Friday. Drivers should expect delays and take other routes if possible.
The project is funded in part by the City (Measure K and local funds) and fair share contributions from Contra Costa County and the Recreation and Park District. The total construction cost is estimated at $5.5M.
