AB 2234 Post-entitlement Phase Permits

In accordance with Assembly Bill (AB) 2234, the following information is provided for transparency for residential development post-entitlement processing. 

Post Entitlement Requirements:

Building Permits   

  • Building Permits:  Submitting Permit Applications Electronically

Upon completion of the electronic registration process, the contractor may begin submitting permit applications electronically. 

Permit Applications and Resubmit/Revisions shall be submitted to the City of Pleasant Hill Permitting Office through the PHill Online Service CenterThe customer will upload both the application and any required plans through the portal. For submissions requiring plan review the applicant will be invoiced for 50% of the permit fee. Upon verification of payment, the permit will move into plan review for those cases requiring technical plan review

If corrections are required, a notification will be sent to the applicant, using the email address provided on the application, outlining the required corrections. The applicant must make the necessary corrections, and upload the revised application or plans to the PHill Online Service Center.

If no corrections are required, the applicant will be notified of the fees due, which can be paid online through the PHill Self-Service Portal.

Processing times for Planning and Building Division reviews of Building Permits are provided below and the status can be checked through the PHill Online Service Center.
