[ARCHIVED] Oak Park Properties Specific Plan & Residential Project

NOTICE IS HEREBY GIVEN by the City of Pleasant Hill that the Architectural Review Commission and the Planning Commission will both conduct public hearings to make recommendations to the City Council concerning the following:

  • Oak Park Properties Specific Plan
    • Approval of PLN 19-0494 for a proposed Oak Park Properties Specific Plan (applicants: City of Pleasant Hill, Contra Costa County and Pleasant Hill Recreation and Park District), which includes a General Plan Amendment, Planned Unit Development (Rezoning) Concept Plan/Specific Plan and certification of an Environmental Impact Report.  The plan area, located at 1700 & 1750 Oak Park Boulevard (Assessor Parcel Numbers 149-230-005, 008 and 149-271-014) is proposed to establish a Specific Plan to accommodate a new City Library, new Recreation and Park District facilities (collectively the Civic Project), and a single family residential component (the Residential Project).  The Architectural Review Commission will make a recommendation on the Specific Plan/Planned Unit Development District Concept Plan and the Planning Commission will make a recommendation to the City Council on the General Plan Amendment, Specific Plan/PUD, Rezoning requests.
    • The General Plan Amendment proposes to amend Community Development Program 1.2 (and associated discussion) to remove the 75% limitation related to residential density increases.  In addition, the General Plan Amendment would include changing the General Plan designation for 1700 Oak Park Boulevard from School, Park, and Mixed Use to Park and Semi-Public & Institutional and to change 1750 Oak Park Boulevard from Semi-Public & Institutional to Park and Multi-Family Very Low Density.  The project would also rezone the existing specific plan area to PUD (Planned Unit Development District).
  • Oak Park Properties Residential Project
    • Approval of PLN 19-0383 for the proposed Oak Park Properties Residential Project (applicant: Contra Costa County), which includes an Architectural Review Permit and Tree Removal Permit to be reviewed and recommended to the City Council by the Architectural Review Commission and in addition, a Development Plan, and a Vesting Tentative Map will be reviewed and recommended to the City Council by the Planning Commission.  The Residential Project would be within the Oak Park Properties Specific Plan area and located at 1750 Oak Park Boulevard (Assessor Parcel Number 149-271-014) and proposes to establish a 34 lot subdivision including seven attached Accessory Dwelling Units (ADUs). The Residential Project also includes an approximately 0.34 acre pocket park area along the northern portion of the project site.

Pursuant to State CEQA Guidelines Section 15080, a Draft Environmental Impact Report was prepared for the proposed entitlements by the lead agency (City of Pleasant Hill), and circulated for public review between August 30, 2019 and October 15, 2019.  The proposed Final Environmental Impact Report and other related project information is available for review at the Planning Division counter, City of Pleasant Hill, City Hall (100 Gregory Lane), at Pleasant Hill Library (1750 Oak Park Boulevard), Contra Costa County Department of Conservation (30 Muir Road, Martinez, CA), and may also be viewed through the following links below:

THE PUBLIC HEARING by the Architectural Review Commission will start at 5:00 P.M. on Thursday, January 16, 2020 in the Large Community Room, 100 Gregory Lane, Pleasant Hill.

THE PUBLIC HEARING by the Planning Commission will start at 6:30 P.M. on Tuesday, January 28, 2020 in the Council Chambers, 100 Gregory Lane, Pleasant Hill.  Interested persons will be heard at these times.
