[ARCHIVED] Downtown Cleaveland Multi-Family Residential Project

NOTICE IS HEREBY GIVEN by the City of Pleasant Hill that the Architectural Review Commission will conduct a Public Hearing to consider a recommendation to the Planning Commission and City Council on an Architectural Review Permit, a Tree Removal Permit, a PUD Concept Plan/Specific Plan (Rezoning) and a Final Environmental Impact Report PLN 18-0359 submitted by the applicant, Blake Griggs Properties, Inc. The proposal also includes an amendment to the Downtown Specific Plan that would remove this site from the plan.  In addition, PLN 18-0359 consists of a Rezoning (PUD/Specific Plan), General Plan Amendment, and Development Plan Permit to be considered by the Planning Commission and City Council at a later date. The Architectural Review Permit is for the design of a 189-unit multi-family residential structure and related improvements.  The 2.33-acre site is proposed to be rezoned from the existing PUD (DSP) zoning to a PUD (Planned Unit District)/Specific Plan, and an accompanying General Plan Amendment is proposed to change the existing General Plan land use designation of the project site from Mixed Use to Multi-Family Very High Density.  The proposed density would be 93 dwelling units per net acre. The proposed new multi-family project would consist of 189 units in a 3- to 4.5 story structure with a maximum 61’-11” building height. Ten percent of the units will be designated for low income residents (5% very low/5% moderate). The units would consist of floor plans, ranging in size from 562 square feet to 1,182 square feet.   Parking includes 304 spaces for residents and guests.  The applicant is also requesting approval to remove 33 trees of which three are protected species.

The 2.33-acre property is located on the east side of Cleaveland Road between Boyd Road and Crescent Plaza, addressed at 85 Cleaveland Road, and is zoned PUD DSP. APN 150-210-059.  

Pursuant to State CEQA Guidelines Section 15080, a Draft Environmental Impact Report was prepared for the project by the lead agency (City of Pleasant Hill), and circulated for public review between April 28, 2020 and June 12, 2020.  The Final Environmental Impact Report and other related project information is available for review at the Planning Division counter, City of Pleasant Hill, City Hall (100 Gregory Lane) and may also be viewed on the City’s website at www.pleasanthillca.org prior to the public hearings.

Please note that due to the Contra Costa Health Services and State of California Shelter in Place Orders, options for observing the Architectural Review Commission meeting and for submitting communication regarding the meetings have changed. The Architectural Review Commission will participate remotely via teleconferencing.

THE PUBLIC HEARING will be held by the Architectural Review Commission starting at 5:00 p.m. on December 17, 2020 via Teleconferencing.   More information on how to participate, including providing live comments during the meeting will be provided on the posted Architectural Review Commission Agenda.

The City of Pleasant Hill, as the Lead Agency under the California Environmental Quality Act, has completed a Draft Environmental Impact Report (Draft EIR) for the proposed Downtown Cleaveland Multi-family Residential Project (proposed project) State Clearinghouse # 2019070457. The Draft EIR is currently available for public review and comment. 

The proposed project is a request for a 210-unit multifamily residential project within the proposed Downtown Cleaveland Multi-family Specific Plan (DCMSP). Furthermore, the project proposes a General Plan Amendment for a new Land Use Designation; Very High Density Residential, and a Rezoning to Planned Unit Development/Specific Plan. The project site, located at 85 Cleaveland Road, includes a vacant 2-story office building on 2.33 acres. The Assessor’s Parcel Number (APN) for the project is 150-210-059.

The proposed project consists of the development of 210 multi-family residential units ranging from 3 to 5 stories, including three courtyards, a 1,100-square-foot roof deck, outdoor kitchen and dining areas, lounge areas with fire pits, a lap pool, and pet lounge, pet spa, a fitness center, and clubroom lounge. The unused office building and paved parking area currently located on-site, will be removed. Project parking would be provided via a subterranean parking garage with two levels for guests and residents, and five surface level parking spaces for guests. In addition, 60 bicycle parking spaces would be provided on the first level of the subterranean parking garage. Northbound Cleaveland Road would provide vehicle access to the proposed project via underground parking garages. The project would include the installation of an on-site pedestrian network linking the new residential units to on-site amenities and public sidewalks along Cleaveland Road, Crescent Drive, and Boyd Road.

Public Review Period: The Draft EIR is available for public review and comment pursuant to California Code of Regulations, Title 14, Sections 15085, 15087 and 15372.  The 45-day public review period for the Draft EIR begins on April 28, 2020. Comments on the Draft EIR are to be submitted to the Planning Division in writing no later than 5:00 p.m. on June 12, 2020, at 100 Gregory Lane, Pleasant Hill, CA 94523 or by email to dhortert@pleasanthillca.org.
