NOTICE IS HEREBY GIVEN that the City of Pleasant Hill (City), as the lead agency under the California Environmental Quality Act (CEQA), has prepared a Draft Environmental Impact Report (Draft EIR) for the Pleasant Hill 2040 General Plan ("proposed plan"). The Draft EIR is now available for public review and comment.
Proposed Plan: The Pleasant Hill 2040 General Plan would serve as a long-term framework for future growth, establish the City of Pleasant Hill eight-year housing plan from 2023 to 2031, reflect issues identified from community input and changes in State law, and update all elements of the General Plan including the Land Use and Community Design; Housing, Economic Development; Public Facilities, Services and Infrastructure; Mobility; Open Space, Parks, and Recreation; Environment; and Hazards and Safety. The update to the City of Pleasant Hill General Plan would include, but is not limited to, revisions to policies, narratives, data, and figures to reflect the new buildout period.
Plan Location: The Pleasant Hill 2040 General Plan encompasses the totality of the City of Pleasant Hill Sphere of Influence, which in turn includes the entirety of City of Pleasant Hill City Limits as well as some areas beyond City of Pleasant Hill City Limits. Figure 1 shows the regional location, and Figure 2 shows the Pleasant Hill 2040 General Plan boundary (i.e., the Pleasant Hill Sphere of Influence).
Probable Environmental Effects: The EIR has been prepared due to the potential for unavoidable, significant adverse effects resulting from the proposed plan. The EIR prepared for the proposed plans identified and discusses potential impacts, mitigation measures, residual impacts, and monitoring requirements. All environmental impacts included in the CEQA Guidelines Appendix G checklist are included and analyzed in the Draft EIR. For most issue areas analyzed in the Draft EIR, impacts were determined to be either less than significant or reduced to a less-than-significant level with incorporation of mitigation measures. However, significant and unavoidable effects on the environment are anticipated with respect to Cultural and Tribal Cultural Resources; Greenhouse Gas Emissions and Energy; Hazards, Hazardous Materials, and Wildfire; Noise; Public Services and Recreation; Transportation; and Utilities and Service Systems.

Public Comment Period: The Draft EIR will be available for public review and comment during a 45-day period as specified by CEQA Guidelines Section 15105. The purpose of this public review and comment period is to allow the public and reviewing agencies an opportunity to consider the content of the Draft EIR and the potential environmental impacts that may result from implementation of the proposed plan.
Comments pertaining to the impact analysis, criteria and thresholds, mitigation measures, and alternatives presented in the Draft EIR will be considered by the City of Pleasant Hill during preparation of the Final EIR. The Final EIR will include copies of public comments and the City’s responses to public comments pertaining to the environmental analysis provided in the Draft EIR. The public review and comment period for the Draft EIR will begin on January 30, 2023 and end on March 15, 2023. Comments may be submitted by mail or email through 5:00 p.m. on March 15, 2023.
